**Job Overview**
Smokey’s Helping Hand (SHH) is seeking an experienced **Government Contract Proposal Writer** to support our growing forestry and fire mitigation operations. We specialize in federal and state forestry projects — including thinning, mastication, pile burning, and fire fuels reduction — and are looking for a skilled writer to craft competitive, compliant proposals in response to government solicitations.
The ideal candidate has a strong background in federal contracting (preferably USDA Forest Service, BLM, or other land management agencies), understands the technical requirements of forestry or environmental service contracts, and can translate field expertise into compelling, well\-structured narratives. This role is central to SHH’s continued growth, with direct impact on our ability to secure long\-term contracts and scale operations.
**Key Responsibilities**
* Analyze solicitations (RFPs, RFQs, RFIs, Sources Sought) and extract requirements, compliance items, and evaluation criteria.
* Develop and write complete, professional proposals that align with solicitation instructions, evaluation factors, and SHH’s operational strengths.
* Draft clear and persuasive technical narratives (methodology, staffing plans, safety/QA programs, past performance) tailored to forestry and environmental work.
* Collaborate with SHH leadership to gather technical input and translate field operations into structured proposal language.
* Prepare compliance matrices and ensure all required attachments, forms, and certifications are included and properly formatted.
* Coordinate timelines to meet strict government submission deadlines.
* Edit and polish proposals for grammar, style, compliance, and persuasiveness.
* Maintain a library of past proposals, resumes, and past performance references for reuse.
* Track opportunities through platforms such as SAM.gov and assist with pipeline management as needed.
**Requirements**
* Proven experience writing **government proposals** (federal, state, or local), preferably in industries such as forestry, environmental services, construction, or natural resources.
* Strong knowledge of federal procurement processes (FAR/DFARS familiarity a plus).
* Excellent writing, editing, and organizational skills — able to produce concise, persuasive, and compliant narratives.
* Ability to interpret technical field information and transform it into clear, professional proposal content.
* Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint); familiarity with Adobe Acrobat and PDF formatting.
* Highly detail\-oriented and able to juggle multiple deadlines under pressure.
* Self\-motivated with strong communication skills; comfortable working independently and in collaboration with operations staff.
* Bachelor’s degree in English, Communications, Business, Environmental Science, Forestry, or related field preferred (or equivalent experience).
**Compensation \& Benefits**
* Hourly pay: **$30–$40/hour DOE**
* Remote, flexible schedule with work typically aligned to solicitation deadlines
* Opportunity for ongoing part\-time work (5–40 hours per week depending on season)
* **Performance incentives:** Potential for **bonus pay** on proposals that result in awarded contracts
