**Senior IT Change Management, Project Manager III**Rothe is seeking a Senior Level Project Manager with specialization in IT Change Management to provide project manager support to the Service Management Office in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. eMITS is the Agency’s enterprise\-level contract creating and delivering multimedia and technical communications through the use of the internet, digital platforms, and IT management for NASA’s Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM). From photographing rocket launches and recoveries, to producing engaging videos, to information technology management, to using social media to share NASA’s message, eMITS integrates services for NASA IT and provides NASA’s communication to the outside world. Come join us in support of NASA’s mission to inspire the world through information and discovery. **SALARY RANGE**: $138,000 \- $159,000 **JOB LOCATION**: Washington, DC (HQ) \- Remote JOB DESCRIPTION: This role ensures that changes impacting NASA’s IT environment are properly assessed, communicated, authorized, scheduled, and documented in alignment with established OCIO processes and governance practices. This position will include but not be limited to the following activities in support of Information Technology (IT) Change Management: * Change Request Administration + Review and validate accuracy, completeness, and required documentation for all incoming Change Requests (CRQs). + Confirm appropriate categorization (Standard, Normal, Emergency). + Validate risk and impact assessments are documented prior to routing for approval. * Scheduling \& Coordination + Maintain and update the Forward Schedule of Changes (FSC) and enterprise Change Calendar. + Coordinate with Service Lines, Mission Operations, and other stakeholders to prevent schedule conflicts and ensure operational readiness. * Ensure adherence to NASA OCIO Change Management policies, process requirements, and approval workflows. * Business Analysis \& Process Support + Conduct requirements gathering sessions with stakeholders. + Identify use cases and develop workflow diagrams to support process optimization. + Create and refine ServiceNow user stories and acceptance criteria for Change Management enhancements. * Communication \& Stakeholder Engagement + Serve as liaison between technical teams, service lines, and the Process Owner. + Communicate process updates, policy changes, and decision outcomes to stakeholders. + Facilitate Change Advisory Board (CAB), review boards, forums, and working group discussions. + Manage escalations for urgent, emergency, or high‑risk changes. * Continuous Improvement + Recommend and assist with updates to procedures, documentation, templates, and supporting materials. + Analyze performance metrics and stakeholder feedback to identify opportunities for improving the Change Management process. Remote, hybrid, and onsite positions, the employee bears travel costs to the nearest NASA Center for badging and the issuance of NASA IT equipment. For a Remote or Hybrid position, the employee must have a reliable internet connection and be able to VPN into the NASA network to conduct work. EDUCATION: Minimum education \- BA/BS in Project Management, Communications, Business Administration, or an IT related discipline. Minimum experience \- 8 years Minimum Requirements: * 8\+ years’ experience in Project Management, Strategic Development, and Change Control. * Proven experience as an IT Change Manager or similar role * Excellent understanding of IT infrastructure. * Familiarity with Information Technology Infrastructure Library (ITIL) and change management principles. * Familiarity with ServiceNow. * Strong analytical and problem\-solving abilities. * Excellent communication and stakeholder management skills. * Ability to manage multiple changes simultaneously Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams, OneNote, OneDrive), and SharePoint Preferred Qualifications: * Certifications in Project Management such as PMP or PRINCE2, and in ITIL or Change Management * Previous NASA or Federal Government experience. * Creative problem\-solving abilities. * Excellent attention to detail.
