Job description: **Work Schedule**: Remote (with some possibility of on\-site visit) **Candidate Location**: Candidates within commutable distance from Baltimore, MD (preferred) **Summary** We are seeking a qualified Content Strategist/Information Architect that will be responsible for defining content scope, structure, and reduction strategy **for our client's website modernization initiative.** This role focuses on what content should exist, how it should be organized, and what should be retired \- or deferred. Specific duties include, but not limited to, evaluative research, content audit, information architecture definitions, mockup design, strategy brief development, implementation support, ensuring compliance to accessibility requirements, post\-launch support, and other web migration activities. **Duties** Content Footprint Assessment \& Reduction Strategy (Direct Ownership) * Assess the current MDH content landscape at a strategic level, including: Volume and types of content; High\-risk content categories (PDFs, forms, legacy documents); Indicators of redundant, outdated, or trivial (ROT) content * Define a content footprint reduction strategy aligned with Phase 1 goals (e.g., 50–75% reduction where feasible). * Establish criteria for: Content retention; Content consolidation; Content retirement or deferral Information Architecture \& Navigation Strategy * Define a high\-level information architecture direction, including: Primary navigation structure; Content grouping and hierarchy; Taxonomy principles * Ensure IA recommendations: Support top user tasks; Align with MDWDS patterns; Are scalable for future growth Content Governance \& Ownership Analysis * Assess current content ownership and governance models. * Identify gaps or risks related to: Content accountability; Review and update cycles; Approval workflows * Provide governance recommendations that support long\-term maintainability (without defining detailed workflows). Platform \& Accessibility Considerations * Ensure content strategy aligns with: Maryland Drupal Platform content modeling constraints; Accessibility expectations (WCAG 2\.1 AA); Plain\-language and public\-sector communication standards * Identify content types that pose elevated accessibility risk (e.g., PDFs, complex tables). Roadmap \& Pilot Content Scope Definition (Direct Ownership) * Advise on content sequencing for the Project Roadmap, including: Content suitable for early phases; Content better deferred; Content not recommended for migration * Support pilot definition by identifying: High\-value, low\-complexity content; Content that demonstrates immediate user benefit Cross\-Functional Collaboration (Direct Ownership) * Collaborate with: UX Lead to align content structure with user journeys; Lead BA to align content scope with business priorities; Solution Architect to ensure IA feasibility on the platform * Ensure content decisions are reflected consistently across Phase 1 deliverables. Documentation \& Traceability (Direct Ownership) * Contribute content\-related inputs to Phase 1 deliverables, including: Scope definition; Platform Gap Analysis (content\-related gaps); Roadmap \& Pilot Recommendation * Ensure content decisions are clearly documented, traceable, and defensible for executive review and audit. **Qualifications** * Bachelor’s degree in Communications, Information Science, Digital Media, or a related field. * **8–10\+ years of experience** in content strategy, information architecture, or digital content planning. * Demonstrated experience supporting **government or large\-scale public\-sector websites.** * Experience defining content scope and IA during early strategy or planning phases. * Familiarity with CMS\-driven content models (Drupal preferred). **Required Certifications** * Demonstrated senior\-level experience in content strategy and IA (certification may be substituted with experience) **Preferred Certifications** * Certified Content Strategist (Brain Traffic) * Certified Usability Analyst (CUA) * IAAP CPACC (accessibility awareness) Pay: From $40\.00 per hour Application Question(s): * Are you authorized to work in the United States for any employer without sponsorship? * How many years of experience do you have in content strategy, information architecture, or digital content planning? * How many years of experience do you have in supporting government or large\-scale public\-sector websites. * Do you have experience defining content scope and IA?
