Application Systems Analyst / Programmer

Remote Seeking a qualified Application Systems Analyst / Programmer to transform and enhance its draft Stream Compensatory Mitigation Accounting Calculator (SCMAC). Currently developed as a Microsoft Excel workbook, the SCMAC is a critical tool for implementing updated stream compensatory mitigation (CM) accounting protocols. The successful candidate will evaluate the existing Excel tool, research and compare alternative software applications, and select the most appropriate platform to improve usability, accessibility, accuracy, and security. The role includes converting the SCMAC into a user\-friendly, automated, and robust application accessible across multiple devices without requiring specialized software, while preserving the core calculation formula. Key Responsibilities: Analyze and understand the current Excel\-based SCMAC’s functionality and calculations. Conduct a comparative evaluation of alternative applications/tools using a provided selection matrix, including Excel as an option. Recommend the most suitable application platform in coordination with DSL staff, providing detailed justification. Adapt and convert the SCMAC into the new selected application, ensuring it meets DSL’s goals for user\-friendliness, accuracy, adaptability, and robustness. Implement features to flag data entry errors clearly and lock internal formulas to prevent unauthorized modifications. Beta test the updated SCMAC with DSL\-supplied project data, documenting results and feedback. Participate in three scheduled meetings (1\-2 hours each) with DSL mitigation staff throughout the contract period. Deliver written and verbal summaries of findings, evaluations, recommendations, beta test outcomes, and the final SCMAC version. Qualifications: Proven experience in application analysis, software selection, and system programming, preferably with environmental or regulatory tools. Strong proficiency with Microsoft Excel and familiarity with alternative application platforms. Ability to develop user\-friendly, accessible, and secure software tools. Excellent communication skills for collaboration and reporting. Understanding of regulatory or environmental mitigation processes is a plus. Goals: Deliver a streamlined, accessible SCMAC tool usable on computers, phones, and tablets without specialized software. Ensure automated calculations with minimal manual data entry and built\-in error checking. Provide a tool easily updated and maintained by DSL staff.
