Job Description
Quasars, Inc. supports the Transportation Security Administration (TSA) Online Learning Center (OLC), the enterprise Learning Management System (LMS) that serves as TSA's official system of record for training. The OLC is a cloud\-hosted SAP SuccessFactors Learning environment used by more than 70,000 TSA employees and contractors nationwide.
TSA uses the OLC to deliver online training, define and assign required training by job role, manage registration and scheduling for instructor\-led training, maintain training records for compliance purposes, integrate with job knowledge testing systems, and produce standard and ad hoc training reports. Quasars provides Tier 1\.5 and Tier 2 help desk support, system and content administration, reporting, and program management for the OLC.
**POSITION SUMMARY**
The SAP SuccessFactors Learning Administrator serves as the technical subject matter expert for the TSA Online Learning Center. The position owns configuration, integration, and release management for the SuccessFactors Learning platform supporting the OLC, advises TSA on meeting business needs through inherent system functionality, and supports system enhancements through the full lifecycle from requirements through testing and implementation.
TSA currently operates SAP SuccessFactors at version B25\.05\. Software and hardware development, and the creation or revision of online courseware content, are outside the scope of this position; training content is provided by federal staff.
**ESSENTIAL DUTIES AND RESPONSIBILITIES**
* Serve as subject matter expert for the SuccessFactors Learning configuration supporting the OLC, including administrator roles and workflows, assignment profiles, domains, and domain restrictions.
* Develop, apply, and improve TSA\-wide information models, including identifying best practices, developing business practices, and performing analysis and studies of proposed configuration changes.
* Support and troubleshoot OLC integration with external system connectors, including HR and training exchange interfaces and DHS enterprise connections, as well as SFTP transfers and authentication through Okta and F5\.
* Evaluate SuccessFactors releases and TSA\-specific enhancements; plan and execute testing, develop use cases and test plans and scripts, execute tests, compile and analyze results, and conduct quality assurance of changes.
* Gather, define, document, and respond to business requirements; conduct group facilitation and stakeholder interviews, typically involving five to fifteen stakeholders per effort, including course sponsors, training managers, training specialists, and program office points of contact.
* Make and evaluate recommendations, propose preventive actions to mitigate potential impacts, and implement approved recommendations.
* Leverage inherent OLC system functionality to address TSA business needs, including virtual learning solution integration, online SF\-182 and Individual Development Plan processing, and assessment and survey question editors.
* Provide IT consultation and support for ongoing OLC vendor maintenance activities, including integration planning, interfacing with other functional systems, and preparation of reports and presentations.
* Identify potential system impacts arising from regulatory, policy, or procedural changes, and investigate and recommend new functional learning management system options.
* Develop and deliver OLC system training on an ad hoc basis, generally at least monthly, tailored to audiences including the OLC National Program Office, TSA Headquarters local administrators, and airport local administrators. Delivery is typically by webinar.
* Support configuration management and control requirements for the OLC, and contribute to program documentation and governance artifacts.
**REQUIRED QUALIFICATIONS**
* Five or more years of hands\-on experience with cloud\-based SAP SuccessFactors Learning, version B1808 or later.
* Deep working knowledge of enterprise LMS configuration, administration, and integration architecture.
* Experience with LMS connectors, SFTP transfers, and authentication technologies such as Okta and F5\.
* Knowledge of relational database structure and the ability to write SQL queries in support of configuration analysis and troubleshooting.
* Familiarity with Agile and Scrum fundamentals and concepts.
* Experience with SharePoint and Microsoft Office products, including Access and Excel.
* Demonstrated ability to develop and present technical information to non\-technical audiences at all levels of an organization.
* Strong consulting, facilitation, and written documentation skills.
**PREFERRED QUALIFICATIONS**
* Experience using BIRT/Eclipse and Plateau Report Designer (PRD) to create custom reports for an SAP\-hosted LMS.
* Experience with Java or web development in support of LMS front\-end functionality.
* Prior experience supporting a federal government customer, ideally within DHS.
* Familiarity with the DHS Systems Lifecycle Methodology (SLC\-M) and federal IT governance processes.
* SuccessFactors (SFX) certification for LMS Administration.
**WORK ENVIRONMENT AND SCHEDULE**
All work under this position is performed remotely. The selected candidate must maintain a suitable home work environment with reliable high\-speed internet access. No on\-site presence and no travel are required.
Work is generally performed between 7:00 AM and 7:00 PM Eastern Time, Monday through Friday, excluding federal holidays. Occasional work outside normal business hours may be required to meet program requirements.
Pay: $120,000\.00 \- $140,000\.00 per year
