Program Manager

**Position Title:** Program Manager **Location:** DoD Cyber Crime Center (DC3\), 911 Elkridge Landing Road, Linthicum Heights, MD 21090 **Work Type:** Hybrid **Schedule:** Full\-time, Monday through Friday **Pay Range:** $100,000 – $140,000 per year **Position Overview** The Department of Defense Cyber Crime Center (DC3\) is the Defense Department’s national focal point for digital and multimedia forensics, cyber training, vulnerability disclosure, and analytic support to law enforcement, counterintelligence, and the defense industrial base. In this role, you will lead program execution and strategic planning across DC3’s enterprise support mission, directing program management, requirements and portfolio governance, acquisition analysis, policy development, and executive\-level reporting that inform senior leadership decisions. This is a hybrid position based at DC3 in Linthicum Heights, Maryland. **Roles and Responsibilities** ● Provide program and project oversight for DC3 support services, including cost, schedule, quality, performance, and risk management, with monthly status reporting. ● Develop and maintain program management plans, integrated master schedules, and performance dashboards. ● Support the requirements and portfolio review process, including intake logs and board read\-ahead materials and minutes. ● Apply project\-control and earned\-value methods and manage changes through their full lifecycle. ● Prepare and review acquisition and contract documents, such as market research, statements of work, and milestone briefings, and maintain contract\-action trackers. ● Plan and manage workforce development, organizational development, and process\-improvement efforts, including training programs and learning repositories. ● Research, develop, and coordinate policy for Defense and Air Force organizations in areas such as digital forensics, cybersecurity, and cyber threat analysis. ● Draft and consolidate executive communications, including memos, briefings, and reports for senior leaders, and track key performance indicators. ● Plan and evaluate cyber exercises, including scenario development and after\-action reports, and support risk assessments and continuity\-of\-operations planning. ● Manage technical and professional staff and track program performance to support the mission. ● Translate strategic goals into measurable initiatives and annual action plans, coordinating input across multiple teams. **Required Qualifications** ● Experience managing projects or programs of similar size and complexity, including staffing and contract performance monitoring. ● Project Management Professional (PMP) certification (required for the Program Manager role). ● Experience leading large, complex Defense or Federal projects, including scheduling and earned\-value management. ● Experience in federal contract administration, acquisition planning, or procurement support, with strong Microsoft Excel skills. ● Experience in workforce or organizational development, training, and process improvement. ● Experience developing policy for Defense or Air Force organizations in digital forensics, cybersecurity, or cyber threat analysis. ● Experience drafting executive communications for senior leaders and tracking performance metrics. ● Experience with cyber exercises, after\-action reporting, risk assessments, and continuity planning. ● Proven ability to brief, advise, and produce decision\-quality products for senior military and civilian leadership. **Required Education** Bachelor’s degree in business, management, or a related field. **Required Clearance Level** Active Top Secret/SCI clearance. **Benefits** ● Comprehensive Group Health Plans (Medical, Dental, and Vision) coverage. ● Company\-paid Short\-Term and Long\-Term Disability, Life, and AD\&D Insurance. ● Flexible Spending Accounts and Supplemental Plans Available. ● Company\-paid Training and Development Programs. ● Generous Paid Time Off and Holiday Pay. ● 401k Retirement Plan with Company Match. ● Critical Illness and Accident Insurance. ● Employee Assistance Program. **About INTECON** Founded in 1999, INTECON has been a trusted leader in delivering cutting\-edge technology and strategic solutions for defense, security, and mission\-critical operations for over two decades.
