Job Description
Quasars, Inc. supports the Transportation Security Administration (TSA) Online Learning Center (OLC), the enterprise Learning Management System (LMS) that serves as TSA's official system of record for training. The OLC is a cloud\-hosted SAP SuccessFactors Learning environment used by more than 70,000 TSA employees and contractors nationwide.
TSA uses the OLC to deliver online training, define and assign required training by job role, manage registration and scheduling for instructor\-led training, maintain training records for compliance purposes, integrate with job knowledge testing systems, and produce standard and ad hoc training reports. Quasars provides Tier 1\.5 and Tier 2 help desk support, system and content administration, reporting, and program management for the OLC.
**POSITION SUMMARY**
The Report Analyst develops, enhances, and delivers standard and ad hoc reports from the TSA Online Learning Center. The position writes and tunes complex queries against the LMS relational database, builds custom report products using the reporting tools supported by the SAP\-hosted LMS, and translates TSA business questions into usable training data for program offices, training managers, and compliance reporting.
Ad hoc training and data reports are typically due within five business days of a TSA request, so the position requires the ability to scope, build, validate, and deliver a report quickly and accurately.
**ESSENTIAL DUTIES AND RESPONSIBILITIES**
* Develop and enhance reporting capabilities that retrieve data from the OLC relational database management system on a recurring basis, at least monthly.
* Write, optimize, and validate complex SQL queries against Oracle and other relational database structures.
* Build and maintain custom LMS reports using BIRT/Eclipse and Plateau Report Designer (PRD).
* Deliver ad hoc training system and data reports within the timeframes established by the task order, typically five business days from request.
* Prepare written requirements and specifications for new standard report products based on user requirements and database structures.
* Prepare project definition documentation for reporting projects, including overview, activities, assumptions and risks, deliverables, and level of effort, for government review and approval before work begins.
* Perform quality assurance on report output, reconcile data discrepancies, and document data definitions and business rules.
* Participate in stakeholder interviews and requirements gathering sessions to translate business questions into report designs, and present findings to technical and non\-technical audiences.
* Support program reporting needs, including metrics and performance measures for the OLC program.
**REQUIRED QUALIFICATIONS**
* Demonstrated experience writing complex SQL reports against relational databases, including Oracle.
* Knowledge of relational database structure and data modeling sufficient to trace LMS data relationships independently.
* Hands\-on experience using BIRT/Eclipse and Plateau Report Designer (PRD) to create custom reports for an SAP\-hosted LMS.
* Working knowledge of JavaScript sufficient for report development purposes.
* Working understanding and knowledge of an enterprise Learning Management System.
* Proficiency with Microsoft Excel and Microsoft Access for data handling and presentation.
* Ability to manage multiple short\-deadline requests and to document work clearly.
**PREFERRED QUALIFICATIONS**
* Experience with cloud\-based SAP SuccessFactors Learning, version B1808 or later.
* Familiarity with Agile and Scrum fundamentals.
* Experience building reports and dashboards for a federal training or human capital program.
* Experience with data visualization or business intelligence tools beyond the native LMS reporting stack.
**WORK ENVIRONMENT AND SCHEDULE**
All work under this position is performed remotely. The selected candidate must maintain a suitable home work environment with reliable high\-speed internet access. No on\-site presence and no travel are required.
Work is generally performed between 7:00 AM and 7:00 PM Eastern Time, Monday through Friday, excluding federal holidays. Occasional work outside normal business hours may be required to meet program requirements.
Pay: $120,000\.00 \- $140,000\.00 per year
