Job Summary Wexus Win Works LLC is seeking experienced **Financial Services Consultants** to support on\-call financial, accounting, procurement, and financial management projects for a public\-sector organization. The consultant will provide professional support across financial operations, accounting, budgeting, forecasting, grant management, financial reporting, procurement operations, compliance, internal controls, policy and procedure development, and staff training. The ideal candidate will have strong financial and analytical skills, experience working with complex financial operations, and the ability to work independently while collaborating with leadership, finance teams, procurement staff, auditors, and other stakeholders. Key Responsibilities **Financial \& Accounting Services** * Maintain accurate and complete financial records and general ledger activities. * Manage chart of accounts and document financial transactions. * Perform account, bank, and financial reconciliations. * Support accounts receivable activities, including revenue recording, invoicing, aging reports, and reconciliation. * Support capital asset accounting, inventory accounting, debt service, and lease accounting. * Perform fare revenue and other revenue reconciliations as required. * Support cost allocation plans and indirect cost rate development. **Budgeting \& Financial Planning** * Assist with annual operating budget development and monitoring. * Analyze budget requests, historical financial information, operational trends, and projections. * Support capital budget development and tracking. * Develop and maintain multi\-year financial plans. * Prepare monthly and quarterly financial forecasts. * Perform scenario analysis and financial modeling. **Grant Management \& Compliance** * Support accounting and reporting for federal, state, and local grants. * Track eligible expenditures, matching requirements, and drawdown schedules. * Prepare reimbursement requests and supporting documentation. * Prepare quarterly and annual grant reports. * Support grant closeout activities and audit requirements. * Maintain compliance with applicable federal, state, and organizational requirements. **Financial Reporting \& Audit Support** * Prepare monthly financial statements and management reports. * Develop budget\-to\-actual and program\-level financial reports. * Prepare financial reports required by government agencies. * Support annual financial audits and ACFR\-related activities. * Prepare documentation and respond to auditor requests. * Support National Transit Database reporting and validation when applicable. **Internal Controls \& Risk Management** * Review and improve financial control procedures. * Support segregation of duties and controls over purchases, payments, revenue, and account access. * Identify potential financial risks, irregularities, or control weaknesses. * Support fraud prevention and investigation procedures. * Maintain appropriate protection of sensitive financial information. **Procurement \& Contract Support** * Support procurement operations and contract management activities. * Develop independent cost estimates and cost models. * Conduct market research and analyze pricing trends. * Review historical costs, vendor information, labor rates, materials, overhead, and other cost factors. * Support rate development and approval processes. * Develop procurement procedures, templates, checklists, and documentation. * Support supplier management and procurement compliance. * Maintain procurement records and documentation for audits and reviews. **Policy, Procedure \& Process Improvement** * Review existing financial, accounting, procurement, and administrative policies. * Identify gaps, outdated requirements, and operational inefficiencies. * Draft and update policies and procedures. * Develop SOPs, workflows, process maps, templates, and checklists. * Maintain version control and documentation of policy changes. * Recommend process improvements based on regulatory and operational requirements. **Training \& Staff Development** * Assess training and development needs. * Develop training materials, guides, presentations, checklists, and process documentation. * Conduct virtual, in\-person, or hybrid training sessions. * Provide training related to financial management, procurement compliance, grant requirements, internal controls, and administrative processes. * Evaluate training effectiveness and recommend improvements. Required Qualifications * Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field. * 5\+ years of relevant experience in financial management, accounting, financial analysis, government finance, consulting, or a related field. * Strong knowledge of accounting principles, financial reporting, budgeting, and financial analysis. * Experience working with complex financial data and developing financial reports. * Strong Excel and financial modeling skills. * Experience with financial management or accounting systems. * Strong analytical, problem\-solving, and organizational skills. * Excellent written and verbal communication skills. * Ability to work independently and manage multiple assignments. * Ability to collaborate with executives, finance teams, procurement professionals, auditors, and other stakeholders. * Strong attention to detail and commitment to accuracy. Preferred Qualifications * Experience supporting government, municipal, transportation, or other public\-sector organizations. * Experience with federal grants and compliance requirements. * Knowledge of FTA requirements, federal grant management, or government procurement. * Experience with government financial reporting and audits. * Experience with ACFR, NTD reporting, or similar public\-sector reporting. * Experience with Workday or other enterprise financial systems. * CPA, CMA, CGFM, or other relevant professional certification. * Experience developing financial policies, procedures, and internal controls. * Experience with procurement cost analysis and independent cost estimates.
